I have the honour to return to you the enclosed despatch from the Colonial Office, addressed to "Officer Administering the Government of Hong Kong", and to state that, although this Despatch reached this Office on the Evening of the 10th instant, in time for transmission to Hong Kong by the mail dispatched via Marseilles on that day, it was not forwarded by that mail, in consequence of bearing the special address "via Colonial Office" not "via Marseilles"
